Statutory
Statutory certificate are mandatory technical certificate required by IMO and then by all flag administration members to IMO, in other words every flag administrations are obliged to issue statutory certificate pertaining for the IMO conventions they have signed and ratified
Statutory certificates are issued by the flag administration or on behalf of the flag administrations, where flag administration in most cases authorize class society and/or recognized organizations to issue statutory certificates
Most popular certificates are those issued under the provisions of main IMO conventions such as SOLAS 1974, MARPOL 1978, ILO MLC, ISM, ISPS, Tonnage measurement, Free board assignment and much more conventions
Objectives of all IMO conventions are to keep navigation at seas safe and marine environments clear of pollutants
The major IMO contraventions are:
- SOLAS: Safety of life at sea as the names indicates, it is made to help shipowners and ships crews keep the vessel safe and operation and navigation in a safe procedure
- MARPOL: Maritime Pollution Prevention convention, it lays our the rules and regulations to keep the maritime environment clean
- STCW: Seafarers Training, certification and Watch-keeping aims to lay down minimum standard for seafarers training to insure safe operation of the vessels to help save lives and property
- ISM code: by time International management code became very important code to establish rules of management for safety and pollution prevention, as a complementary code to the SOALS, it is now an essential management rules for ships and all maritime industry
- MLC: enforced by the ILO Maritime Labor Convention is the only convention enforced by an organization other, than the IMO, its main objective is to ensure the rights of the seafarers
- ILL: International convention on load lines is one the maritime regulations pillars, it lay down rules for freeboards of the vessels and minimum hull integrity and prevention of water intervention into vessels hull
